Charge weight is the measurement that matters most in handloading, and this is what measures or dispenses it.
A powder measure throws a repeatable volume; a scale weighs what was thrown. Stick powders meter less consistently than ball powders, which is why many handloaders throw slightly light and trickle up to weight.
Check any scale against known check weights before a loading session. A scale that has drifted is worse than no scale, because it is believed.
