The Battle Arms Development Authority Elite Upper Receiver is an AR upper receiver.
On an AR-pattern rifle the upper receiver is not the firearm – the lower is. That is why an upper ships directly to you while a lower has to go through a dealer.
A complete upper carries the barrel, gas system, handguard and usually the bolt carrier and charging handle; a stripped upper is the receiver alone. Check which this is, and check that the bolt matches the chambering – bolt and barrel are a matched pair.
Configuration decides the legal result. Putting an upper with a barrel under 16 inches onto a rifle lower makes a short-barreled rifle, an NFA item that needs an approved tax stamp before assembly. On a pistol lower it does not. If you are unsure what your lower is registered as, ask us first.
