The Browning T-Bolt Style Two-Piece is a scope base.

A base is what rings clamp to. It bolts to the receiver and turns it into a rail the optic can be mounted on.

Bases are cut for a specific receiver – a Remington 700 base does not fit a Tikka – and rings have to match the base standard, Picatinny and Weaver being the common ones.

A canted base is built with elevation designed in, usually 20 MOA. It tilts the optic down relative to the bore, which spends some of the scope's adjustment range up front so that more of it is left for long distance. On a rifle used inside a few hundred yards it is unnecessary and can make a close zero harder to reach.

Torque the screws to the maker's figure with an inch-pound wrench, and check them again after the first range trip.
