Deer lures are scent-based: urine-derived products keyed to a phase of the rut, gel or liquid formulations for mock scrapes and licking branches, or mineral supplements set out on a site over time.
Timing is what these depend on – an estrus product used outside the window it is keyed to is simply an unfamiliar smell. Check your state's rules too: some states restrict or ban natural cervid urine because of chronic wasting disease, and several require synthetic alternatives.
